Moving a public service online is as much about people as it is about technology. The institutions that succeed treat it as a phased change, not a single switch.
1. Start with one service
Pick a high-volume service with a clear process, digitise it end to end and learn from it before expanding.
2. Keep an offline path
Run digital and in-person channels side by side until citizens are comfortable, so nobody is left behind.
3. Communicate early
Tell people what is changing, when, and how it helps them. Clear guidance reduces queues and complaints.
4. Build in security from day one
Role-based access, audit trails and secure storage protect citizens' data and the institution's credibility.
5. Measure and improve
Track usage, completion times and feedback, and improve the service in regular, visible steps.
